CONSENT CALENDAR: The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action.
1. Assessor: Approve Tax Roll Corrections as listed in batch dated May 21, 2018, pursuant to ARS Title 42, Chapter 16, Article VI. (A full listing of all corrections is available from the Clerk of the Board of Supervisors.)
2. Finance: Approve the Accounts Payable Demands disbursed in the amount of $2,024,794.01 and Payroll in the amount of $1,560,259.12 during the period of April 06, 2018 through April 26, 2018. (A detailed listing is available for review in the Office of the Clerk of the Board of Supervisors.); and approve the reissuance of stale dated warrant in the amount of $56.00 payable to Green County Juvenile Courts.
3. Clerk of the Board: Approve the following minutes: a) April 30, 2018 Special Session; and b) May 7, 2018 Regular Session.
4. Clerk of the Board: Adopt Resolution No. 2018-15 to rescind the Yuma County Telecommuting Policy approved by the Board of Supervisors on December 6, 1999.
5. County Administrator/Elections: Action to establish Vote Center sites for the 2018 Primary Election of August 28, 2018 and the General Election of November 6, 2018 as listed in Exhibit A. (Exhibit A is available for review at the Office of the Clerk of the Board of Supervisors.)
6. County Administration: Approve the appointment of Louie Galaviz to the Parks and Recreation Advisory Commission for District No. 4 for a term to commence on May 21, 2018.
7. Arizona@Work: The Yuma County Workforce Development Board operated by the Arizona@Work is requesting that the Yuma County Board of Supervisors appoint Valentin Casillas to fill a vacancy for the Workforce Sector on the Yuma County Workforce Development Board.
8. Arizona@Work: a) The Yuma County Workforce Development Board operated by the Arizona@Work is requesting that the Yuma County Board of Supervisors appoint Charles H. (Chuck) Grube to fill a vacancy for the Workforce Sector; and b) Appoint Blanca Garza, to fill a vacancy for the Business (Private) Sector, on the Yuma County Workforce Development Board.
9. Department of Development Services/Engineering/Flood Control District: Award the construction contract to DPE Construction, Inc., in the amount of $3,537,577.00 for the Farwest Foothills Area Drainage Improvement Project
(CIP #3.1004) and authorize the Flood Control Manager to sign the construction contract.
10. Development Services/Engineering: Adopt Resolution No. 2018-17, abandoning a portion of County 15-1/2 Street east of Avenue 2-1/2 E within the Southwest quarter of the Southwest quarter of the Northeast quarter of Section 35, Township 9 South, and Range 23 West. (Ref: Pending Petition No. 17-09.)
11. Development Services/Planning & Zoning Division: Craig R. Colvin, agent for Estrella Units 3 & 4 LLC., requests approval of the final plat for Estrella at Mesa Del Sol Unit 4 subdivision consisting of 143 residential lots on 41.51 acres zoned Medium Density Residential (R-2), Assessor's Parcel No. 700-08-001, located on the southwest corner of the intersection of Camino del Sol and County 10th Street.
12. Superior Court/Juvenile: Adopt Budget Amendment Resolution No. 18-135, transferring budget authority from personnel to capital outlay in the Juvenile Court General Fund budget in the amount of $10,933 for the purchase of a copier.
13. Justice Court Precinct One: Approve the following appointments for FY 2018-19, effective July 1, 2018 through June 30, 2019: George Hofer and Alicia Aguirre as Weekend Initial Appearance Master; George Hofer as Civil Traffic/Small Claims Hearing Officer; Manuel Figueroa as part-time Justice of the Peace Pro Tempore to serve in Justice Court Precinct One; and Erin R. Farrar as Justice of the Peace Pro Tempore to serve in Justice Court Precinct One.
14. Justice Court Precinct One: Adopt Budget Amendment Resolution No. 18-133 to: a) Justice Court Precinct One: Transfer $4,170 from the Justice Court Enhancement Fund to the General Fund, reduce Contingency by $9,170 and increase operating line items by $5,000 in the Justice Court Enhancement Fund and increase the Regular Salaries & Wages line item by $4,170 in the General Fund; and b) Justice Court Precinct Three: Transfer $2,003 from the Justice Court Enhancement Fund to the General Fund, reduce Contingency by $2,003 in the Justice Court Enhancement Fund and increase the Regular Salaries & Wages line item by $2,003 in the General Fund.
15. Public Works: a) Award the Trucking and Hauling Services, Bid No. THS-1819 to BLT Companies LLLP dba BLT Trucking LLC as primary vendor and Garrett Trucking Inc. as secondary vendor, for a period of one year with automatic renewal of two successive one-year periods and; b) Authorize the Public Works Director to execute all agreements and financial documents, as needed, to expedite the contracting process, contingent upon review by legal counsel.
16. Public Works: As the Board of Supervisors of Yuma County: a) Accept a Petition to Establish for organization of the Kerley Ranch Irrigation Water Delivery District (Units 2 & 3) No. 2018-01 under the provisions of A.R.S. §48-3421 et seq; b) Suspend the proposed district's powers and functions of delivering and distributing irrigation water and or maintaining the ditches, pipelines and other facilities for irrigation water delivery in the Order creating the district; c) Declare the district duly organized pursuant to A.R.S. §48-3425, finding the petition to be signed by 100% of the owners of the entire acreage within the proposed district; d) Authorize the Chairman to sign the Order of Establishment of the district as presented; e) Establish a new fund number for the irrigation water delivery district; and f) Establish budget authority for the district in the amount of $1,650. (Pending Petition No. 2017-07.)
17. Assessor: Adopt Budget Amendment Resolution No. 18-136 authorizing the transfer of $15,000 from Personnel to Appraisal Services to facilitate the Desktop Review Pilot Program to produce building sketches from aerial imagery via Pictometry.
