An Ordinance Amending Section 3-3B-14 of Chapter 3 of Title 3 of the Village of Lake Zurich Municipal Code to Increase the Number of Authorized Liquor Licenses (Class B - Tracy’s) (Assign Ord. 2015-10-089)
Summary: The owners of Tracy’s, a new business at 790 South Rand Road, are requesting a Class B liquor license for restaurant limited service. This license authorizes the retail sale of beer and wine when such sales are incidental to and complementary to the sale and service of food for consumption on the premises.

An Ordinance Amending Chapter 3 of Title 3 of the Village of Lake Zurich Municipal Code to Amend the “Number of Licenses” (Assign Ord. 2015-10-090)
Summary: The above Ordinance in agenda item 6B issues a liquor license to Tracy’s. This Ordinance in agenda item 6C clarifies the total number of licenses and classifications used by the Village as is reflected in the official table in the Municipal Code.

A Resolution Authorizing An Intergovernmental Agreement between the Villages of Deer Park and Lake Zurich, Illinois for the Installation and Connection of a Warning Siren Located at Charlie Brown Park (Assign Reso. 2015-10-6D)
Summary: This agreement provides Deer Park the ability to connect a severe weather warning siren to Lake Zurich’s severe weather warning activation system. Deer Park shall purchase, install, and maintain the siren at its sole cost and expense.

E. A Resolution Accepting Public Improvements at the Coventry Creek Subdivision (Assign Reso. 2015-10-6E)
Summary: On August 17, 2015, the Village Board reduced the letter of credit for Red Seal Development Coventry LLC to $29,062.14 for a two year maintenance agreement. Red Seal has sold all of the lots in the subdivision and has completed public improvements that include the right-of-way, water, sanitary, and street.

An Ordinance Expressing Official Intent Regarding Certain Capital Expenditures to be Reimbursed from Proceeds of an Obligation to be Issued by the Village of Lake Zurich, Lake County, Illinois (Assign Ord. 2015-10-091) (Trustee Stanovich)
Summary: The recent failure of the sanitary transmission line under East Cuba Road has proven to be a costly repair with estimates rising towards $1 million at this point in time. As a large unbudgeted expense, Staff is proposing this Ordinance to allow the Village the flexibility for issuing debt to fund these repairs. The Ordinance states a maximum of $1.5 million in principal, higher than the current estimates to allow for additional unknown expenses. Any actual debt would be issued for a final determined amount. The proposed Ordinance does not authorize the debt issuance or guarantee the Village will issue debt, but does provide the opportunity for debt issuance at a future date to cover expenses for this project.
Recommended Action: A motion to approve Ordinance #2015-10-091 Expressing Official Intent Regarding Certain Capital Expenditures to be Reimbursed from Proceeds of an Obligation to be Issued by the Village of Lake Zurich, Lake County, Illinois.
